There were two threads related to this but none of them had enough evidence behind them, so here we go...
There are many things pointing at a second power switch/activation.

right in front of us? The second generator-look-alike in the first room on Der Riese.
What made me really post this, considering so far this is a weak argument?
In the Map Pack 3 trailer, the second generator is ON (and in the trailer for just Der Riese in the last 20 seconds it shows the generator on):
There is also the mysterious image with the lighting bolt coming down either behind the regular power generator or right on it.
Because of the videos, it seems that after the teleporters have been linked up and the regular power is on, then the second generator can be activated.
The extra electricity would support that maybe that question mark on the Der Riese map near Juggernaut could all lead to answering why there is a mysterious wall barrier inside of the building next to Z-C right there.
Ever notice how it says Return through aether (or whatever it spells it as) right on the wall next to the generator as well?
Maybe this is all linked together, the way to turn on the second generator and gain access to a possible secret room? The picture with the lightning bolt (it has been said before) seems like the bolt is coming down with pieces of wood in it to the Juggernaut hallway.
It could be where the second staircase comes into play.
But what about the PC files? They don't support this.I am going to assume that the PC files don't have every easter egg or file that there really is in the game. To get the files, we have to download them, and put them in the COD directory. It is very likely that its only the files necessary for making a custom map, not every file of Der Riese. For example...where is the full DerRiese.map file? That is enough suspicion that Treyarch was crafty at hiding some files.
If Treyarch wasn't done with the map and left the extra staircase in near Juggernaut, why wouldn't they just update it with the correct outline of Der Riese?
