If you get towards the end of a round but change areas will zombies start spawning out of the new area's windows?

Definately right, you can witness it firsthand on Shi No Numa.

If it's toward the end of the round, then no more will spawn then is allowed during that round. But yes, Cheerios is right, they will spawn anywhere near you.
